David McKinley is a freshman member from the trending-conservative northern part of West Virginia. Despite being elected with the tailwinds of the Tea Party, McKinley has earned the distinction of the lowest conservative rating (39.5) and worst index score (-44.5) of any freshman member. He is the second most dramatic underperformer in Republican conference.
McKinley was one of only two Republicans who voted against the “Ryan budget” for liberal reasons. He opposes any efforts to implement free-market Medicare reform. Not only did he oppose entitlement reform, he opposed every effort by conservatives to cut more discretionary spending. He voted for all the major annual spending bills and the debt ceiling increase.
A Democrat congressman from PA is even using McKinley’s strident opposition to the Ryan budget as ammo against his conservative opponent.
