Flores is in his 4th term representing the 17th district centered around Waco. He sits on the Energy Committee and is a former chair of the Republican Study Committee (RSC). For a former RSC chairman, his 77.6% legislative score is disappointing, rooted as it is in his consistent votes for Democrat budget priorities and for unfunded disaster relief. As hard as it is to believe, his -10.9 Performance Index number puts him as one of the more “conservative” Texas Congressman. Flores has been a little better than average, but the 17th should expect more.
