Carter represents the 31st district north of Austin and is in his 8th term. He sits on the Appropriations Committee and is chair of the Subcommittee on Homeland Security; Carter is a member of the Republican Study Committee but clearly not a conservative. Carter holds a dismal 57% legislative score, the lowest among all Texas Republicans in the House. If pork was on the menu, Carter ordered it, voting with Nancy Pelosi and against conservative values more often than any of his colleagues. If there’s a RINO who needs to go, it’s John Carter.
